Papa Diouf has been the Country Director of VSO Rwanda since May 2015. He has also been the Chair of the Network of International NGOS (NINGO) in Rwanda over the past three years.
Papa has an MsC in Development Economics from the University of Namur (Belgium) and an MA in Poverty Reduction Strategies, Conflict and Reconstruction obtained from the University of Manchester. He has more than 18 years’ experience in international development. With VSO Rwanda he currently oversees the country’s programmes and provides leadership to strategic direction of the programme towards contributing to the transformation of the country. Prior to this posting, he was with WaterAid for 12 years managing water, sanitation and hygiene integrated programmes at country, regional and global levels in Asia, Central America and Africa. At a personal level, he has a profound interest in pan-Africanism.
